Minutes of Parish Council Meeting held on 4th February 2025  at 19:30

2025.11  APOLOGIES FOR ABSENCE:  None required – all members present.

2025.12  DECLARATIONS OF INTERESTS –  None.

2025.13 PERSONNEL MATTERS

The electoral office at South Oxfordshire District Council have confirmed that there has been no requests from 10 or more electors in the Parish that they wish a by-election to be held. The  Parish Council will therefore proceed with the co-option of a new member.

2025.14  PUBLIC PARTICIPATION –  13 members of the public were present.

The matter of roadside verge damage adjacent to the building site at “The Stables” on Chinnor Road was raised. The matter is for Oxfordshire County Council and it will be raised with them at their site visit to Towersey scheduled for 5th February 2025 along with the other matters already articulated.

 

Mr. Paul Harrison introduced himself to the meeting as a potential election candidate in this ward for the Oxfordshire County Council election scheduled for 1 May 2025.

2025.15   MINUTES and MATTERS ARISING.
The minutes of the  meeting held on 7th January 2025 were approved by Council and signed by the Chairman.

2025.16  UPDATES FROM OCC and SODC WARD COUNCILLORS  –   A written report was received from our SODC ward representatives and taken as read.

2025.17 PLANNING MATTERS

FOR CONSIDERATION:- None

FOR  INFORMATION:-

Application No : P24/S3879/S73 – Variation of conditions 2 (approved plans) on application P24/S0998/S73

(Variation of conditions 2 (Approved plans), 4 (Surface water drainage works

(details required), 5 (Surface water management plan (details required) and 7

(Foul drainage works (details required) on application P23/S2754/FUL) -dormer

window to south west elevation plot 2.

South Oxfordshire District Council hereby gives notice that planning permission is

GRANTED for the carrying out of the development referred to above strictly in

accordance with the description, plans and specifications contained in the application

(as varied by any amendments as referred to above)

2025.18 FINANCE

The receipts and payments schedule was reviewed. Cheque payments were approved and signed by 2 Councillors. The Bank Balance as at 4 February 2025 was read out.

The Clerk confirmed that the 2025-2026 precept request in the sum of £20,000 had been submitted to and acknowledged by South Oxfordshire District Council and our ledger system budgets updated in line.

2025.19 PARISH BUSINESS.

Reminder For Information: Oxfordshire County Council Highways Engagement Team will meet with us on 5th February 2025 at 2pm starting at the Memorial Hall. The Clerk has raised the following items for that on-site meeting

  • dangerous overtaking on the derestricted part of Kingsey Road outside the residential premises named “The Pump House”

    * speeding past the residences at the entrance to the 30MPH section on Thame Road adjacent Helpful Hirings.

    * additional matters that can be covered on other Parish Roads (Manor Road danger to ambulatory pedestrians and animals – dogs/horses etc, vehicles failing to stop at the Crossroads – claims that they did not see the signs? or road markings , Chinnor Road – speeding up after the SID and generally ignoring the 20MPH posted limit, Windmill Road – excessively large HGVs damaging the verges as they should not be using narrow country lane type roads rather they should use the main classified roads etc). Additionally due to issues at the roundabout in Thame – ring road junction with Kingsey Road B4012 and Thyrop way – many drivers in the morning and evening use Windmill Road, Thame road, and Chinnor Road through the village as a bypass to avoid this roundabout – most exceed the speed limits and pay little attention to the fact they are on a country road in a residential area.

    The isssue with drivers ignoring the give way sign at the junction of Thame Road / Manor Road / Chinnor Road and Church Way will also be raised.

    20 ANY OTHER BUSINESS –

    The grant application to SODC (reference CGS24-25/66) for a replacement Speed Indicating Device has been processed and we have been allocated £700 supported by our 2 District Councillors. The replacement SID can now be ordered (as this is part funding for that). The Clerk to action.

The new bench for the pond is being specified. The Clerk will liaise with Cllr. Mark Davis to confirm the specification and submit the order.

A village “litter pick” will take place on Sunday 23rd March 2025 – meet at 11:00 at the crossroads.


The next meeting of the Towersey Parish Council will be Tuesday 4th March 2025 in the War Memorial Hall at 19:30.
