NOTICE IS HEREBY GIVEN that the next Meeting of the Parish Council will be held in the War Memorial Hall on Tuesday 6th May 2025 at 19:30.

  5. PUBLIC PARTICIPATION.
    A period will be allowed for members of the public to address the Council primarily in respect of items on the agenda of this Parish Council meeting but also in the interests of wider public discussion. Please advise the Clerk if you wish to address the Council.

  6. MINUTES OF THE MEETING HELD ON 1st April 2025 & matters arising
    Approve the minutes as a true record and chairman to formally sign and date

  7. UPDATE FROM OCC Councillors for this ward and SODC Councillors for this ward. Note nothing is expected from the Oxfordshire County Councillors due to the 1st May 2025 election and purdah.

  8. PLANNING MATTERS

    FOR INFORMATION:-

    * RE: CERTIFICATE OF LAWFUL DEVELOPMENT FOR PROPOSED USE OR

    DEVELOPMENT – Proposed shepherds hut for use as a hairdressing salon in the back garden at 43 Windmill Road Towersey OX9 3QQ

    REF: P25/S0898/LDP


    SODC inform us that they are currently assessing the above application that seeks a Certificate of Lawful Use or Development at the above site. The applicant submits that the proposed use or development can be carried out as permitted development under the allowances of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and, on that basis, can proceed without the need for a planning application to be submitted. Since the certificate only seeks confirmation from the Local Planning Authority that the proposed development is lawful, SODC are unable to take any comments from the Parish Council on the planning merits of the proposal into account.

    * Planning Appeal Reference: 3361189 – Emmanuel Ranch, Windmill Road, Towersey OX9 3QQ – No date published on the Appeals Portal for the Public Hearing. The Parish Council submitted it’s input by the date due. SODC Planning portal shows the following information :- Appeal Hearing on 28 & 29 May 2025 at 10.00 am at Abbey House, Abbey Close, Abingdon, OX14 3JE

     

  9. FINANCE –

    Receipts and Payments schedule – authorise disbursements and sign checks. Bank Statement Review and bank balance check per most recent Bank Statement and/or online.

    The Clerk confirms that a Community Infrastructure Levy Payment has been received from SODC in the sum of £4,875.11

    Lloyds Bank Account – Do we want to open a deposit (no notice) account – interest rate is derisable (currently 0.8% AER as at 15 April 2025) – details previously emailed to Councillors. Decision requested.

  10. Parish Business –

    For Information: Meeting held in Towersey with Oxfordshire County Council Highways Engagement Team on 19th March 2025. Email responses sent to Councillors. What does the PC want to do now ?

    * Bench at Pond: The bench has been delivered the Parish and is awaiting installation. Clarendon 1800 steel in green.

    * Temporary Traffic Regulation Notice – S14 Road Traffic Regulation Act 1984 re Temporary Road Closure and “No Waiting” restriction at Towersey, Chinnor Road.

In the interests of public safety, it will be necessary for Oxfordshire County Council to close the

road and impose a ‘No Waiting’ restriction as detailed above to facilitate surface dressing works.

A temporary Notice is being made to implement the temporary closure and will operate from 4 June

2025. The anticipated completion date is 8 June 2025, 04:00 to 18:00 hours.
