A period of up to 5 minutes per topic will be allowed for members of the public to address the Council primarily in respect of items on the agenda of this Parish Council meeting but also in the interests of wider public discussion. Please advise the Clerk if you wish to address the Council.* The agent (Charles Macdonald of MacMK Ltd) for an anticipated planning application for development on lands at Quash Farm to introduce the concept. To share their current thoughts and plans for the development of land at Quash Farm. The agent states they are making good progress with their outline scheme and in the spirit of openness would like to start sharing their ideas ahead of any more formal consultation. No decisions are to be made. An open day for residents will follow sometime in the New Year.
* Tosh Bruce-Morgan and Wendy Duckham to present their status to the Parish Council of Phoenix Energy Community which was created by members of Thame Green Living, Zero Carbon Haddenham and Green Crendon to develop community energy projects in our community.* Richard Wheat to introduce himself as the applicant in respect of planning application (ref: P24/S3593/FUL) for the barn complex at The Stone House and provide some background.

PLANNING MATTERS
FOR CONSIDERATION:-
P24/S3593/FUL – Barn Complex The Stone House New Close Farm Road Henton OX39 4AJ – Demolition and removal of former agricultural buildings and barns and the erection of a new self-build dwelling.
FOR INFORMATION:-
The Planning Appeal hearings in respect of Emmanuel Ranch, Windmill Road, Toweresy, OX9 3QQ (P24/S2018/DA and P24/S0941/FUL) due to be held on 19th and 20th November 2024 were postponed at the last minute. A revised date for the Appeal Hearings is not yet available from SODC.Application No : P24/S3180/PIP :- Residential property for the occupation of an agricultural worker and family. Site Location : Westbrook Farm Chinnor Road near Towersey OX9 3RB
South Oxfordshire District Council hereby gives notice that permission in principle is REFUSED for the carrying out of the development referred to above for the following reason(s) :
The application site is located in the open countryside and is not previously developed land. The proposed dwelling would not represent a form of infill housing development supported by development plan policies. Furthermore, no evidence of need has been submitted to demonstrate that the dwelling is required to accommodate a farm worker. As such the proposal is contrary to Policies STRAT1, H16 and H19 of the South Oxfordshire Local Plan 2035, Policy TOW1 of the Towersey Neighbourhood Plan and the National Planning
Policy Framework.
The proposal would represent an inappropriate encroachment into the countryside, causing material harm to the rural character and appearance of the site and its surroundings. The proposal would conflict with Policies STRAT1, ENV1, DES1, DES2 and H19 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.

Review Budget to date, outlook for remainder of financial year, initial thoughts on anticipated 2025-2026 spending as our precept request for 2025/26 needs to be returned by 15 January 2025. We would prepare and approve the 2025-2026 budget and precept request in our January 2025 meeting.

Unpaid work (UPW), also known as ‘community payback’, is often added to community orders and suspended sentence orders in England and Wales.
The main purpose of unpaid work is to provide punishment and reparation – with individuals working on projects that benefit the community. There are also potential rehabilitative benefits, as unpaid work can develop life and vocational skills which reduce reoffending.
We are keen to gather the views of local partners to understand how UPW could deliver more effectively for our communities and would be grateful if you could complete the short survey.

Temporary Traffic Regulation Notice – S14 Road Traffic Regulation Act 1984
Temporary Road Closure and “No Waiting” restriction at – Towersey, Chinnor Road (Site 61)
In the interests of public safety, it will be necessary for Oxfordshire County Council to close the road and impose a ‘No Waiting’ restriction as detailed above to facilitate carriageway patching works.
A Temporary Traffic Regulation Notice is being made to implement the temporary closure and restriction and will operate from 04/12/2024 to and including 06/12/2024 (each day from 07:30hrs to 16:30hrs).
